Debates and dialogues: Democracy thrives when voices are heard

Si yu’os ma’åse’ to the people of Guam and my colleagues in the legislature for your unwavering dedication and support. Serving as your speaker has been both humbling and inspiring. I deeply appreciate the trust placed in us to make tough decisions, even amidst sharp criticisms and differing views. 


Guam’s strength lies in its diversity, and I commend my colleagues for representing our island’s broad spectrum, bringing fresh ideas, and striving to fulfill the promises they made at the start of this term.

 

This term has been marked by historic bipartisanship and a strong commitment

to transparency, accountability and action. As speaker, I have sought to encourage open debate and deliberation during sessions, ensuring decisions

on bills are based on facts and merit, not politics.


We’ve held numerous oversight hearings on critical issues such as health services, education, law enforcement environmental and land matters, and government accountability. Together, we’ve worked to eliminate deficits, expand resources for essential services, and provide direct aid to ease the cost of living for families. Through typhoons, emergencies and challenges, we remained focused on aiding families and supporting businesses during difficult times.

 

On behalf of the legislature, I thank everyone who participated in public hearings, offering testimony and contributing to the democratic process. I urge

 our community to stay engaged—through testimony, debates, and active participation—because democracy thrives when voices are heard.

 

To the people of Guam, I am profoundly grateful. You have reminded me that fear cannot stand in the way of progress. Everything we’ve achieved has been a

 collective effort.


I look forward to the next term with hope, as we continue to listen, strive, and serve. Guam’s future depends on justice, transparency, and our shared dedication to this island we all love.
